OBM released the Merit Hiring Plan in May 2025 that presents a significant shift in federal hiring practices, focusng on merit, efficiency, and constitutional adherence. Basically the goal is to make hiring faster, fairer, and more focused n skills...not background, demographics, or politics.
Biggest Takeaways Include:
1. Shorter Resume - Skills will matter most
Federal jobs will now focus more on what you can do, not just what's on your resume. There will be four assessment questions to write essays to now. So instead of stating what you've done for a company, you need to prove it up front now.
2. Faster Hiring - Under 80 Days
If anyone has been through the hiring process on the fed side, you know it surpasses the test of time. The goal is to speed up the federal hiring process significantly. Agencies are being pushed to streamline steps, use shared candidate lists, and move from job posting to job offer in less than 80 days.
3. No hiring based on Race, Gender, or Religion
Hiring must follow strict merit-based guidelines. The plan explicitly stats that identity factors (like race or gender) must not influence hiring decisions, and that loyalty to the Constitution is a priority.
4. Agency Leaders will be held accountable
Top agency officials must personally ensure these changes are implemented. At the same time, agencies must communicate more clearly with applicants, providing updates and feedback to improve the candidate experience.
